Five minutes.

She wasn’t angry. She was confused. “Like I’d walked into a classroom for a test I didn’t know I was taking,” she told me six months later, “and someone handed me an F before I could sit down.”

Sharma kept applying. Over the next three months, she submitted 127 applications to software engineering positions at companies ranging from startups to Fortune 500 enterprises. She received 94 automated rejections, 31 of them within 24 hours of submission. Two companies invited her to first-round interviews. Neither progressed to a second round.

In February 2026, frustrated and running low on savings, she changed her strategy. She stopped customizing applications and started optimizing for machines. “The irony is that I became a worse candidate on paper to become a better candidate to the algorithm,” she said. “I removed everything that showed judgment, personality, the things that actually matter for the job. What remained was a keyword soup that apparently scanned well.”

The experience left her cynical about the hiring process. “I used to think that applying for jobs was about showing companies who I was and what I could do. Now I understand it’s about passing a test that nobody will explain to you. It’s like playing a game where the rules are secret and the referees are invisible.”

Sharma’s experience is not unusual. It is, in fact, the defining experience of job searching in 2026. The gatekeepers are no longer human. They are applicant tracking systems, AI screening tools, automated video interview platforms, and algorithmic matching engines that process millions of applications daily, applying criteria no human fully understands and no candidate can see.

The industry that builds these systems is now worth over $650 million and growing. It will touch virtually every hiring decision made at scale over the next decade. And right now, it is tearing itself apart.

Blood in the Water

In January 2025, SAP announced it would acquire SmartRecruiters for an undisclosed sum believed to exceed $1.5 billion. Three weeks later, Workday countered with its own bombshell: an agreement to acquire Paradox, the conversational AI company, for approximately $4.5 billion.

Two deals. One month. The HR technology industry had spent a decade talking about consolidation. Now it was happening at breakneck speed, and nobody knew who would be standing when the dust settled.

Jerome Ternynck, SmartRecruiters’ CEO, had built his company on a simple premise: enterprises needed a recruiting platform that wasn’t controlled by their HCM vendor. Independence was the whole point. For fifteen years, he had evangelized the “best-of-breed” approach—use specialized tools for each function rather than accepting whatever module your HCM vendor bundled in. His message resonated. SmartRecruiters grew to serve 340 of the Fortune 500, processing millions of applications annually.

Now his independent platform was being absorbed into SAP’s ecosystem, and his customers were suddenly wondering whether their “best-of-breed” strategy had been a mistake.

The irony was bitter. Companies had chosen SmartRecruiters specifically to avoid vendor lock-in. Now they faced exactly that, except they’d had no say in the matter. The choice had been made for them, by an acquisition announced in a press release.

“We had three-year contracts with SmartRecruiters that suddenly felt like ticking time bombs,” a talent acquisition director at a major financial services firm told me. “What happens in year four? SAP says they’ll honor our agreements, but what about the integration? The roadmap? We chose SmartRecruiters over SuccessFactors for a reason. Now we’re being forced into the ecosystem we specifically avoided.”

SAP’s stated strategy was explicit: migrate existing SuccessFactors Recruiting customers to SmartRecruiters technology, finally offering a recruiting product that could compete with Workday Recruiting. But the details remained murky. Would SmartRecruiters continue operating as a standalone product? How would data flow between systems? What would happen to the integrations that customers had painstakingly built?

Meanwhile, Workday’s Paradox acquisition sent a different message. Paradox’s AI assistant Olivia had achieved something remarkable: making candidates actually enjoy interacting with a chatbot. McDonald’s used it to cut hiring time in half. 7-Eleven reported saving 40,000 interview-hours per week. Marriott processed over 4 million candidate interactions through Olivia in a single year. The technology worked—perhaps too well. It had become too valuable to remain independent.

Aaron Matos, Paradox’s founder and CEO, had spent a decade building conversational AI before most companies knew what the term meant. He started the company in 2016, three years before the emergence of GPT models that would transform the field. His insight was that recruiting was fundamentally a conversation—one that companies were handling badly. Recruiters were drowning in administrative tasks: scheduling interviews, answering basic questions, collecting documents. Candidates waited days or weeks for responses that could have been instant.

Olivia changed that. The AI could engage candidates within seconds of application, answer questions about job requirements and company culture, schedule interviews across complex calendars, send reminders, and handle rescheduling—all without human intervention. More importantly, candidates liked talking to her. Net Promoter Scores for Olivia-powered recruiting experiences consistently exceeded those of human-only processes.

“The genius of Paradox was that they didn’t try to replace humans,” observed one HR technology analyst. “They handled the 80 percent of interactions that were transactional, freeing humans for the 20 percent that actually required judgment. Every competitor tried to do AI matching or AI screening. Paradox just made scheduling and FAQs not suck.”

“Everyone saw the SmartRecruiters deal and knew Paradox would be next,” one venture capitalist who backed HR tech startups told me. “The only question was who would buy them. Workday just happened to move faster.”

The $4.5 billion price tag raised eyebrows. Paradox’s revenue was estimated at $150-200 million annually—a multiple of 22-30x, extraordinary even by enterprise software standards. But Workday was paying for position, not just revenue. Conversational AI was the future of candidate experience, and Workday had just bought the best in the market.

The deal also served a defensive purpose. If Workday hadn’t acquired Paradox, someone else would have. Oracle was rumored to be interested. Microsoft had been circling the HR technology space. Even Amazon, through its AWS enterprise services division, had explored talent technology acquisitions. Workday’s move was as much about preventing a competitor from gaining a strategic asset as it was about enhancing its own platform.

The Numbers Behind the War

The AI recruitment market was valued at $656 million in 2024. Analysts project it will reach $1.23 billion by 2033. These figures undersell the stakes.

Consider what these systems actually do. By the end of 2025, 83 percent of hiring managers were using AI to screen resumes—up from 12 percent just five years earlier. The average job seeker now submits 162 applications to land a single offer, needing 27 applications just to secure one interview. Only 2 percent of applications make it past the first round.

For every 100 applications, 98 are rejected before a human ever sees them. The machines have become gatekeepers to employment itself—and the companies building them are now fighting over who controls the gates.

The velocity of adoption has been staggering. In 2019, AI resume screening was a novelty—something cutting-edge companies experimented with while most employers relied on keyword filtering and manual review. By 2022, it was mainstream. By 2025, it was table stakes. Companies that don’t use AI screening are now the exception, viewed as either principled holdouts or technologically backward.

This explains the investment frenzy. AI captured nearly 50 percent of all global venture funding in 2025—$202.3 billion poured into the sector, a 75 percent year-over-year increase. Within this torrent, recruitment technology emerged as one of the hottest subcategories, with $2.3 billion flowing into HR-focused startups.

The poster child was Mercor, which achieved a $10 billion valuation with a $350 million Series C round in late 2025—a fivefold increase from its previous raise eight months earlier. The company had started by assessing candidates through interview transcript analysis. Now it placed highly skilled professionals to train AI models. The snake had begun eating its own tail: AI systems were being used to hire people to train better AI systems.

Brendan Schlagel, Mercor’s co-founder, became something of an industry celebrity. At 26, he had built a company worth more than many public enterprise software vendors. His pitch was seductive: traditional recruiting was broken, credentials were outdated signals, and AI could identify talent that conventional methods missed. Whether the technology delivered on that promise was a different question.

Other deals piled up. Findem raised $51 million to expand its talent intelligence platform. Alex, which deploys AI agents to conduct actual video interviews, secured $20 million from investors including Khosla Ventures. Perfect, an Israeli startup building proprietary AI models from scratch rather than fine-tuning existing language models, raised $23 million at seed stage. Moonhub closed a $45 million Series B. Fetcher raised $27 million. The list continued.

The capital flooding into the space created a peculiar dynamic. Startups that had struggled to raise seed rounds two years earlier were suddenly fielding unsolicited term sheets. Founders who had planned for modest exits found themselves discussing billion-dollar outcomes. The money changed behavior—encouraging faster scaling, more aggressive hiring, and product roadmaps that promised more than the technology could deliver.

“The problem with the funding environment is that it’s rewarding vision over execution,” one recruiter who had evaluated dozens of AI tools told me. “Everyone has a pitch deck showing how they’ll transform hiring. Nobody has five years of data showing their candidates perform better. We’re supposed to bet our recruiting operations on promises.”

Money was not the constraint. Everyone wanted in. The question was: in to what, exactly?

The Platform Thesis

The strategic logic driving consolidation is simple, even brutal: in enterprise software, platforms win. Always.

This is not a theory. It is the lesson of three decades of enterprise software evolution. SAP won ERP. Salesforce won CRM. Microsoft won productivity. In every major category, the pattern repeats: early fragmentation gives way to consolidation, best-of-breed vendors get acquired or marginalized, and platforms that control core workflows extend into adjacent functions until they dominate entire ecosystems.

HR technology resisted this pattern longer than most categories. The reason was partly technical—HR systems touch so many functions, from payroll to benefits to recruiting to learning, that no single vendor could excel at all of them. The reason was also partly cultural—CHROs and talent acquisition leaders often prided themselves on selecting specialized tools rather than accepting whatever their IT department negotiated into an enterprise agreement.

That resistance is collapsing—and faster than anyone expected.

SAP looked at its SuccessFactors recruiting module—long criticized as the weakest link in its HCM suite—and saw SmartRecruiters as the fastest path to competitiveness. For years, SuccessFactors Recruiting had been a source of embarrassment. Enterprise customers would buy SAP for core HR and then implement Workday, SmartRecruiters, or Greenhouse for recruiting. SAP was leaving money on the table and, worse, creating beachheads for competitors to expand into other functions.

The SmartRecruiters acquisition changed the calculation. SAP’s plan was explicit: migrate existing SuccessFactors Recruiting customers to SmartRecruiters technology and finally offer a recruiting product that could compete with Workday. In theory, the combined offering would give SAP customers a world-class recruiting experience without leaving the SAP ecosystem.

Workday saw the same future from a different angle. Rather than buying an ATS, it went after the company that had defined conversational AI in recruitment. Paradox’s Olivia wasn’t just efficient; she was pleasant. Candidates who interacted with Olivia rated the experience positively, even when they didn’t get the job. That emotional resonance, embedded in a recruiting workflow, was worth billions.

The Paradox acquisition also signaled something about where Workday saw the market heading. AI wasn’t just a feature to bolt onto existing workflows—it was becoming the workflow itself. Candidates increasingly expected instant responses, personalized interactions, and seamless scheduling. The companies that delivered those experiences would win talent. Workday wanted to be the platform that enabled them.

But here’s what neither deal acknowledged publicly: neither company knew whether the technology would continue working once integrated into a larger platform.

Paradox had succeeded partly because it was laser-focused on high-volume hiring. McDonald’s, 7-Eleven, Sodexo—these were companies that hired tens of thousands of hourly workers annually, where speed mattered more than nuance and where a friendly chatbot was better than an overwhelmed recruiter. Would Olivia work as well for a mid-market manufacturing company hiring 200 people a year? For a professional services firm recruiting senior consultants? For a technology startup where cultural fit mattered as much as skills?

The history of enterprise software acquisitions suggests skepticism is warranted. Innovation rarely survives integration. The startup that moved fast and broke things becomes a product line within a larger organization, subject to enterprise sales cycles, compliance requirements, and integration priorities that slow everything down.

“Integration kills innovation,” one former Paradox engineer told me on condition of anonymity. “We moved fast because we were small and focused. We could deploy updates daily. We could experiment without committee approval. Inside Workday, we’ll be one product among dozens, fighting for engineering resources and executive attention. I give it three years before Olivia is just another feature checkbox.”

The counterargument is that scale brings advantages too. Workday has thousands of enterprise customers, deep relationships with CHROs, and an integration infrastructure that Paradox lacked. Distribution matters. The best product doesn’t always win; the best-distributed product often does.

Perhaps scale would amplify what made Paradox special. The honest answer is that nobody knows—not Workday, not Paradox, not the customers betting their hiring operations on the outcome.

The Competitive Wreckage

The acquisitions left the remaining independent vendors in an awkward position. Eightfold AI, which operates what it claims is the largest talent intelligence platform in the world with 1.6 billion career profiles, suddenly looked like an obvious target. HireVue, the pioneer of AI-powered video interviewing, appeared vulnerable. Every independent player faced the same calculation: get acquired now at a premium, or risk being squeezed out by integrated platform offerings later.

The arithmetic was brutal. Workday and SAP could bundle recruiting features into their HCM platforms at marginal cost. Standalone vendors had to justify their existence with every renewal. A product that cost $50,000 annually as a standalone might be “free” as part of an enterprise HCM agreement—free in the sense that it required no additional budget approval, even if the overall agreement cost more. CFOs loved consolidation. Procurement loved consolidation. IT loved consolidation. Only the talent acquisition teams who actually used the tools resisted, and their influence was often limited.

“We’re watching the market bifurcate,” the CEO of one mid-sized recruiting technology company told me. His company had raised $30 million in 2023 and was now struggling to justify its next round. “On one side, you have the platforms—Workday, SAP, maybe Oracle. On the other side, you have a few large independents that are acquisition targets. Everyone in the middle is going to get crushed.”

Some chose to double down. Findem responded to the consolidation by acquiring Getro, a network platform serving 800+ VC and PE communities, and launching what it called the industry’s first Intelligent Job Post—AI agents that automatically source, engage, and qualify candidates without human intervention. If platforms wanted to bundle everything, Findem would go in the opposite direction: pure AI, maximally autonomous.

The strategy was risky but coherent. If the future of recruiting was AI agents operating without human intervention, then the platforms’ advantage—deep integration with HCM workflows—mattered less. An AI agent that could source, screen, and qualify candidates autonomously didn’t need tight integration with performance management or payroll. It just needed to be good at its job.

Others hedged. hireEZ, the AI-first outbound recruiting platform, emphasized its integrations with both Workday and SAP, positioning itself as a specialized tool that could complement either ecosystem. SeekOut, with its 800 million profile database, did the same. The bet was that platforms would always need specialized capabilities they couldn’t build themselves—that there would always be room for best-of-breed tools, even in a platform-dominated market.

The historical precedent was mixed. Salesforce’s ecosystem supported thousands of complementary applications. But SAP’s had a reputation for making third-party vendors’ lives difficult. Which model would dominate HR technology?

The vendors caught in the middle were the ones building interview intelligence—systems that record, transcribe, and analyze interview conversations. BrightHire, Pillar, Metaview—these companies had found product-market fit by helping companies improve interviewer performance and hiring consistency. The value proposition was compelling: record every interview, analyze patterns, identify which questions predicted success, coach interviewers to ask better questions.

But they occupied an awkward position: too small to survive as independents, too specialized to command acquisition premiums. Interview intelligence was a feature, not a platform. And features get absorbed.

“Interview intelligence is consolidating fast,” noted one industry analyst. “Two major acquisitions in the past year. The category will probably be absorbed into the platforms within 24 months.”

The prediction seemed generous. Workday’s Paradox acquisition included conversational intelligence capabilities. SAP’s SmartRecruiters had its own interview scheduling and analysis features. Why would customers pay extra for standalone interview intelligence when similar functionality came bundled with their ATS?

The survivors would be the vendors who had something the platforms couldn’t easily replicate—unique data assets, proprietary algorithms, or specialized expertise in niches too small for platforms to prioritize. Everyone else was living on borrowed time.

Some vendors were making peace with this reality. The smart ones were positioning themselves for acquisition, cleaning up their cap tables, documenting their technology, and cultivating relationships with potential acquirers. The less smart ones were still chasing growth at all costs, burning cash on customer acquisition while ignoring the strategic reality that their independence was an illusion.

“I have conversations with founders who still think they’re going to be the next Workday,” one investment banker who specialized in HR technology M&A told me. “They’re not. The window for building independent platforms closed. Now the only question is: do you get acquired at a good multiple while you still have leverage, or do you wait until desperation forces you to accept whatever terms the platforms offer?”

The Regulatory Gauntlet

Even as the vendors warred with each other, a different threat was gathering force.

The European Union’s AI Act, which entered force on August 1, 2024, classified hiring tools as “high-risk” AI systems subject to extensive compliance obligations. The designation was not arbitrary. The EU had determined that AI systems making decisions about employment access posed fundamental risks to individuals’ rights and opportunities—risks serious enough to require the most stringent oversight in the entire regulatory framework.

The requirements were extensive. High-risk AI systems must implement risk management systems covering the entire lifecycle. They must be trained on datasets that meet quality criteria around relevance, representativeness, and freedom from bias. They must maintain detailed technical documentation. They must enable human oversight, allowing operators to understand, interpret, and intervene in the system’s outputs. They must achieve levels of accuracy, robustness, and cybersecurity appropriate to their risk level. And they must be registered in an EU database before deployment.

Systems using emotion recognition on candidates were banned outright in February 2025. No more AI analyzing facial expressions to assess “engagement” or “enthusiasm.” No more voice analysis claiming to detect “confidence” or “deception.” The EU had determined that emotion recognition in hiring was so prone to error and bias that it should simply be prohibited.

General-purpose AI model obligations kicked in on August 2, 2025. Core high-risk system requirements—including employment applications—take effect August 2, 2026. Companies had time to prepare. Whether they were using it effectively was another question.

The penalties are severe: up to 7 percent of global turnover, or 35 million euros, for violations. For a company like Workday, with annual revenue approaching $10 billion, a maximum penalty could exceed $700 million. The risk was not theoretical.

And the Act has global reach. U.S. employers can be covered even without EU operations if their AI tools are used on EU candidates or by EU-based employees. A company headquartered in Texas, using American software, to screen candidates for positions in France was subject to EU law. The extraterritorial scope was unprecedented.

“European customers ask different questions,” observed one senior executive at a major AI recruitment vendor. “American companies want to know how fast and how cheap. European companies want to know how it works, what data it uses, and how they’ll explain it to their works council. They want to understand the decision logic in a way that’s defensible to regulators. That’s a fundamentally different product requirement.”

Some vendors saw the regulation as opportunity. Compliance was expensive and complex—exactly the kind of capability that favored established players over startups. If you had the resources to build a compliance infrastructure, you could differentiate on trust and risk management rather than features alone.

Others saw it as existential threat. The EU was essentially requiring vendors to make their AI systems interpretable and auditable—requirements that conflicted with how many machine learning systems actually worked. Deep learning models were black boxes by design. You could not explain why a particular resume scored 73 rather than 74 because the model itself didn’t “know” in any interpretable sense.

In the United States, the regulatory landscape remains fragmented but is evolving rapidly. Colorado became the first state to prohibit AI-based discrimination in hiring and require extensive algorithmic auditing. Illinois mandated notice to applicants when AI is used for hiring decisions. New York City required annual bias audits for automated employment decision tools. Virginia passed similar legislation, only for the governor to veto it.

California was considering its own AI regulation, which would affect virtually every major technology company given the state’s role as an industry hub. Other states were watching and waiting, ready to adopt frameworks that emerged as best practice.

No federal law specifically regulates AI in employment. But the Equal Employment Opportunity Commission has made clear it will apply existing anti-discrimination statutes to algorithmic decisions. In 2023, the EEOC settled charges against a tutoring company whose AI hiring tool automatically rejected women over 55 and men over 60. The settlement: $365,000—a small number, but the precedent was significant.

The EEOC’s position was straightforward: Title VII, the Age Discrimination in Employment Act, and the Americans with Disabilities Act applied to hiring decisions regardless of whether a human or algorithm made them. If your AI tool produced discriminatory outcomes, you were liable. Period.

The regulatory patchwork creates a peculiar dynamic. Vendors with resources to build compliance infrastructure gain competitive advantage—not because their AI is better, but because they can navigate the legal maze. Startups without compliance budgets face existential risk.

“Regulation is accelerating consolidation,” one general counsel at an HR tech company told me. “Only platforms with resources can afford EU AI Act compliance, state-by-state disclosure requirements, and bias auditing infrastructure. Everyone else gets acquired or dies.”

The irony was that regulation intended to protect candidates from discriminatory AI might actually entrench the market power of large vendors—the very companies least accountable to any individual candidate’s experience.

The Employer’s Dilemma

Before we move to what’s wrong with these systems, it’s worth understanding why employers adopted them so eagerly.

I spent an afternoon in February 2026 at a mid-sized technology company’s talent acquisition office in Austin, watching the recruiting team work. The hiring manager for an engineering role had received 847 applications in three days. “We used to read every resume,” she told me, scrolling through what looked like an endless spreadsheet. “Now? Physically impossible. If I spent five minutes on each one, that’s 70 hours just for first-pass screening. For one role.”

The company’s previous approach—before AI screening—was worse than systematic discrimination. It was chaos. Recruiters would skim resumes until they found someone who “looked good,” which meant someone whose resume matched whatever pattern they had unconsciously internalized. The first fifty applications got careful attention. The next eight hundred got nothing.

AI screening promised a solution: consistent evaluation of every candidate against the same criteria. No resume ignored because it arrived at 5 PM on Friday. No candidate overlooked because the recruiter was tired or distracted. Everyone gets scored.

The promise was seductive—and not entirely false. Consistency is genuinely better than randomness. Evaluating everyone beats evaluating whoever happened to apply first. The technology solved real problems that HR departments had struggled with for decades.

But solving one set of problems created another.

The Bias Bomb

Regulation would be manageable if the technology worked fairly. It does not.

A 2024 study from the University of Washington examined how AI resume screening systems evaluate candidates with different names. The researchers submitted identical resumes to screening systems, changing only the names—some associated with white candidates, others with Black, Hispanic, or Asian candidates. The findings were stark: the models favored white-associated names in 85 percent of cases. Black male candidates were disadvantaged in 100 percent of direct comparisons with equally qualified white male candidates.

One hundred percent.

The study’s methodology was straightforward: hold qualifications constant, vary only the name, measure the difference in scores. This is the kind of controlled experiment that leaves little room for alternative explanations. The AI systems were not evaluating skills or experience. They were evaluating names.

This was not an outlier. Research from Northwestern University, analyzing 90 studies across six countries spanning decades of hiring research, found that employers called back white applicants 36 percent more often than Black applicants and 24 percent more often than Latino applicants—with identical resumes. The discrimination was persistent and widespread. AI systems trained on this hiring data learned these patterns perfectly.

The pattern extended beyond race. A study of video interview AI found that candidates with visible disabilities received lower scores than those without, even when their verbal responses were identical. The AI was penalizing people for how they looked, not what they said. Systems analyzing voice patterns disadvantaged candidates with accents or speech differences. Algorithms trained to identify “cultural fit” encoded the preferences of historically homogeneous workforces.

The vendors insisted they were working on the problem. They commissioned bias audits. They implemented fairness constraints. They adjusted training data to reduce disparate impact. Some progress was real.

But not everyone accepted the premise that AI was the villain. One data scientist at a major recruiting platform pushed back when I raised the bias research. “You know what’s worse than AI screening? Human screening,” she said. “We ran an experiment where we showed identical resumes to human recruiters and our algorithm. The humans were more biased, not less. They just couldn’t be audited.” She wasn’t wrong, technically. But her argument assumed the choice was binary—biased AI or biased humans—rather than asking whether the entire screening paradigm needed rethinking.

The fundamental challenge remained: AI systems learn from historical data, and historical data encodes historical discrimination.

The litigation has begun. Mobley v. Workday, filed in federal court in California, alleges that Workday’s AI screening tools discriminate based on race, age, and disability. The plaintiff, Derek Mobley, claims he applied to over 100 positions at companies using Workday’s tools and was rejected from all of them despite being qualified. The case reached a milestone in 2025 when the court conditionally certified Age Discrimination in Employment Act claims potentially covering millions of job seekers over 40.

The court’s reasoning matters: “Workday’s role in the hiring process is no less significant because it allegedly happens through artificial intelligence rather than a live human being… Nothing in the language of the federal anti-discrimination statutes distinguishes between delegating functions to an automated agent versus a live human one.”

This was a conceptual breakthrough. Courts had sometimes treated algorithmic decisions as somehow outside the scope of discrimination law—as if the involvement of technology created a shield against liability. The Mobley decision said no. If the algorithm discriminates, the entities that deploy it are liable, just as they would be if a human recruiter discriminated.

The ACLU has filed complaints against Intuit and HireVue. One describes an Indigenous, deaf job seeker who was rejected after an AI video interview and given feedback to “practice active listening”—an impossible recommendation for someone who cannot hear. The feedback itself was insulting. But the deeper problem was that an AI system designed to evaluate candidates had apparently penalized a candidate for being deaf without any recognition that its assessment was fundamentally inappropriate.

HireVue stopped using facial analysis in interviews in 2021, following criticism from researchers and advocates. But the company continued to analyze audio—voice tone, speaking patterns, word choice—raising similar concerns about discrimination against candidates with speech differences or non-native accents.

The tribute metaphor is apt. Job seekers have learned to format their resumes for machines rather than humans. They use ATS-friendly templates. They mirror the exact language of job descriptions. They strip out creative elements that might confuse parsers. They add skills sections dense with keywords, whether or not those keywords reflect their actual capabilities.

Eightfold, HireVue, and others are racing to establish defensible positions before being acquired or squeezed out. Startups are carving out niches in agentic AI, compliance tooling, and specialized workflows.

The consolidation will continue. The economics are too compelling. Platforms that control core HCM workflows have natural advantages in recruitment: existing customer relationships, integrated data flows, and bundled pricing that independent vendors cannot match. The remaining independents will either find acquirers or find niches too small for platforms to prioritize.

Within five years, most enterprise hiring will flow through a handful of platforms: Workday, SAP, Oracle, perhaps Microsoft. These platforms will incorporate AI screening, conversational agents, and automated scheduling as standard features. The independent AI recruitment industry will shrink to specialized applications—executive search, niche technical roles, regulated industries with specific compliance needs.

The platforms that emerge dominant will shape hiring for a generation. They will process billions of applications, determine who gets interviews, influence who builds careers. They will do this at scale, with limited transparency, under regulatory frameworks still being written.

This is not necessarily bad. AI can process applications faster than humans, identify candidates that manual review would miss, and eliminate some forms of human bias even as it encodes others. The efficiency gains are real. The potential is genuine.

Consider the alternative: a return to purely human screening, with all its inconsistency, bias, and inefficiency. Recruiters overwhelmed by hundreds of applications, giving each one thirty seconds of attention. Decisions made on gut feeling and pattern recognition. The old system was not fair. It was merely familiar.

But the current trajectory raises concerns that the industry seems reluctant to address. The systems discriminate, and the discrimination is baked into their architecture. Candidates distrust the process, and that distrust is rational. Regulation is accelerating, but enforcement is lagging. Consolidation is concentrating power in fewer hands, with less accountability.

What would a better future look like? The outlines are visible in fragments across different jurisdictions and experiments. The EU’s insistence on transparency—imperfect as implementation may be—points toward a world where candidates understand why they were rejected. Some companies are experimenting with “candidate experience” metrics that hold vendors accountable for how rejection feels, not just how efficiently it happens. A handful of progressive employers have started publishing their algorithmic screening criteria, betting that transparency builds trust rather than enabling gaming.

These are small steps. A genuine alternative would require recognizing that employment decisions are too consequential to be delegated to systems that cannot be held accountable—and then building the institutions to enforce that recognition.

The vendors are unlikely to lead this transformation. Their incentives point elsewhere: toward features that employers will pay for, not protections that candidates need. The market rewards efficiency. Fairness is an externality.

The regulators are trying. The EU AI Act represents the most ambitious attempt to govern AI systems, including hiring tools. But regulations move slowly, and technology moves fast. By the time rules take effect, the systems they govern may have evolved beyond recognition.

Candidates are adapting. They learn to game the algorithms, to present themselves in machine-readable formats, to speak the language that screening systems recognize. In doing so, they sacrifice authenticity for optimization. The job search becomes an exercise in reverse-engineering opaque systems.

The question is not whether AI will transform recruitment—that transformation is already underway.
